I. JOB SUMMARY

The jobholder will be responsible for ensuring the proper management and the compliance of the applicable regulatory requirements for the storage, handling, distribution, transportation and emergency response for Dow Corning materials at 3PL logistic service providers outside DCC fence line in China by providing guideline, standard, training, coaching and audit.

II. MAJOR RESPONSIBILITIES

Understand local regulations and Dow Corning standard for the storage of dangerous goods and apply the knowledge to the storage of dangerous goods in 3PL warehouses in China

Ensure Dow Corning materials stored in the 3PL warehouse in China are in compliance with the applicable regulations in China and Dow Corning EHS standard.

Understand local surface road regulations and Dow Corning standard for the transport of dangerous goods and apply the knowledge to the transport of dangerous goods in China

Ensure Dow Corning materials transported by the 3PL carriers in China are in compliance with the applicable regulations in China and Dow Corning EHS standard.

Perform logistic safety and regulatory compliance audit for 3PL warehouses and transporters in China.

Perform regular assessment or audit to ensure the handling/storage/transport of Dow Corning materials by the carriers and warehouses in China will be in compliance with the applicable regulations in China and Dow Corning EHS standard.

Understand International transportation regulations and apply the knowledge to the dangerous goods management processes in China, in particular for the export process of dangerous goods in China.

Ensure the dangerous goods transported by air/ocean are in compliance with IATA DGR/IMDG code.

Provide education and training on domestic transportation regulations, packaging and handling of hazardous materials and DCC EHS & RC requirements to appropriate DC employee in China, 3rd PL warehouses and the associated carriers in China

Ensure employees who are handling dangerous goods have been properly trained.

Perform on-site safety auditing for bulk chlorosilane in China

Ensure our chlorosilane customer have the knowledge/capability to handle chlorosilane.

Monitor local surface transportation regulation and communicate the changes to the related department/persons to take changes.

Ensure we are in compliance with the local surface transportation regulation.

Coordinate and build up ER capability for 3PL

Ensure proper ER capability is in place for 3PL in China.

III. QUALIFICATIONS & ADDITIONAL INFORMATION

Fluent in English speaking and writing

Good communication skills (both English & Mandarin

Strong work ethic

Networking and influencing

Can demonstrate a "Can Do" attitude

Previous working experience in logistic safety or operation safety in chemical industry is preferred
