Background:
Consular Section provides a full range of consular services to British nationals in one of the largest geographical consular districts in the world. Consular Section’s main functions are:
consular assistance work (for example, helping hospitalised British citizens, visiting British citizens in detention or prison);
notarial duties (in relation to the marriage of British citizens in China, the registration of births and deaths of British citizens, witnessing signatures, etc); and
accepting and checking applications for and issuing passports to British nationals in China.
Consular Section also maintains a network of Wardens in China to help the Embassy communicate with British citizens resident here in the event of a crisis (such as an earth***). As many as 30,000 British citizens are expected to visit China during the Beijing 2008 Olympic & Paralympic Games and demand for consular services during this period is likely to be considerable.
Based in Beijing, but with occasional opportunities to travel to the 17 Provinces which fall within Beijing’s Consular district, the successful candidate will join a small but highly motivated team of 2 other locally engaged and 2 UK-based colleagues.
Main Duties:
To deal efficiently and effectively with requests for consular assistance within Beijing’s consular district, in line with Consular Directorate’s “Support for British Nationals Abroad: A Guide” (copy attached);
To record details of those assisted on our electronic case-management system;
To reply accurately and promptly to consular enquiries received by letter, telephone, fax and e-mail on a daily basis and to monitor response times;
Together with the consular assistant, to fulfil the role of receptionist and cashier
To determine the nationality claims of all passport applicants and, in the absence of the Consular Clerk, to process passport applications on the electronic passport production system (training will be provided);
To act as Interpreter at meetings between Consular officials and Chinese authorities;
To provide informal translations of documents received from Chinese authorities and organisations;
To prepare paperwork for signature by the Consul/Vice-Consul and to electronically record details of births and deaths of British nationals; and
To maintain a daily record of your workload, contributing to Management Information Systems.
Requirements: Competencies and Skills:
Ability to communicate both orally and in writing in both English and Chinese;
Ability to organise and prioritise a full workload;
Provide guidance and support to LEIV Consular Clerk;
Excellent customer-service skills;
Ability to take responsibility for discrete areas of work, recognising that colleagues and (sometimes distressed) customers depend on them;
IT literacy is essential; applicants must be competent in Outlook, Word and Access; ability to quickly get to grips with dedicated consular software programs/databases;
Problem solving ability, using information experience and judgement effectively;
Ability to work as part of a small, busy team; and
Previous experience of consular work would be helpful (but is not essential as full training will be given).
General conditions:
The starting gross salary for this position before all deductions is RMB 7445/ month. The successful candidate (who must be a holder of a Beijing Hukou) will be employed under locally employed staff conditions within the British Embassy. Conditioned working hours is 35 hours/week from Monday to Friday.
